A fiscal analyst with expertise in research, economics, tax policy, and public policy has been selected as the new Executive Director of the Wyoming Taxpayers Association (WTA).

Hank Hoversland was unanimously approved as Executive Director by the WTA Board of Directors at their annual board meeting Oct. 29. Hoversland takes the reins of WTA effective Nov. 12. 

“Hank brings tremendous experience, analytical skills, and passion for building a bright future for Wyoming, and we’re confident he will effectively further the Wyoming Taxpayers Association’s longstanding mission to advocate for sound tax policy,” said Katharine Wilkinson, who chaired the hiring committee and is the immediate past president of the WTA Board. “We are so pleased to welcome him and to see the organization continue to prosper under his leadership.”

Prior to leading the Wyoming Taxpayers Association, Hoversland served as a fiscal analyst for the Wyoming Legislative Service Office, which is the permanent, non-partisan staff office of the Wyoming Legislature. He also worked for the United States Senate Committee on Energy and Natural Resources, the Wyoming Community Development Authority, and the City of Casper.

A Casper native, Hoversland earned a Bachelor of Arts degree in political science and a bachelor of science degree in economics from the University of Wyoming in 2022. He is also pursuing an Executive MBA with an energy concentration from UW.

“I am honored to earn the Board’s vote of confidence to lead this storied organization at such a pivotal time in its history,” said Hoversland. “I look forward to utilizing my current relationships and knowledge base to advocate for a healthy Wyoming economy. I look forward to meeting the Association’s membership and new legislators to ensure Wyoming’s taxes are just and equitable.”

At its annual meeting, the Board of Directors also approved its slate of officers for the coming year: President Chris Brown, First Vice President Craig Rood, Second Vice President Laura Lewis, Secretary Tom Jones, and Treasurer Scott Wells. The new officers and Hoversland were introduced to attendees at the WTA member annual meeting, held in Cheyenne on Oct. 30 featuring Governor Mark Gordon, Department of Revenue Director Brenda Henson, and several other key speakers and tax policy professionals.
