The Wyoming Taxpayers Association’s (WTA) mission is to promote sound tax policy for a healthy Wyoming economy. We oppose Ballot Initiative 1, Homeowner’s Primary Residence Property Tax Exemption Measure, also known as Prop 1. We know property owners want meaningful, long-term solutions for property taxes; Prop 1 is NOT a solution.

“We are launching Reform Don’t Break, an educational campaign to help voters understand the current property tax environment and why we oppose Wyoming Initiative 1,” shared Hank Hoversland, WTA Executive Director.  The Reform Don’t Break website is live (wyotax.org/reform-dont-break), and you can see how much homeowners are currently saving on their property taxes.

“We understand many Wyoming homeowners have faced dramatically rising property tax burdens even though nothing about their property has changed. The Wyoming Legislature took significant action in 2024 and 2025 to provide much-needed assistance to homeowners. In 2025, this amounted to nearly $216 million of property tax exemptions and refunds through several programs. These programs have resulted in an average savings of $1,282.65 (Homeowner Exemption & Refund Program combined) for Wyoming homeowners.”

Two recently enacted property tax exemption program applications open tomorrow, Thursday, October 1. The Long-Term Homeowner’s Exemption and Homeowner’s Exemption. Visit the Wyoming Department of Revenue’s website (https://ptd.wyo.gov/OWNEROCC/pages/home) to start your application.

Prop 1 aims to further exempt 50% of residential structures from property taxation. No evidence has been presented that any increased economic activity from tax savings will generate enough revenue to offset the losses of property tax revenue for local governments. Every Wyoming citizen is likely to experience even further reductions in services, including law enforcement, libraries, hospitals, infrastructure, and roads and bridges.

At a time when workforce and economic development continue to be challenges Wyoming faces, cutting into the revenue source that allows workers to be educated and communities to be vibrant to attract this workforce does not align with the mission of the Wyoming Taxpayers Association to foster a healthy Wyoming economy.
